A new article by CityLab titled “Taxing Uber and Lyft to Fund Transit Isn’t Fair to Transit” (April 24, citylab.com) raises some interesting questions about how mass transit is funded in the United States.

“Clearly, transit needs all the funding it can get. But there is a more structural issue here: Why does transit have to rely on levies?” the author asks.

Here’s my question: Most cities, counties and states regularly fund road and street improvements as part of their transportation budgeting process. Why not include support for transit?
